David Cameron: Our contract for young people

One of the things we have been saying in this election campaign is if you want real change, if you actually want to make our country stronger, and you want to get our economy going, and you want to build a bigger stronger society, it's not just what government does, it's trying to get everyone involved. 

That's why we started the campaign with an invitation to everyone to join the government.

But at the end of this campaign, we want to explain what we will do to hold our side of the bargain, and that's why we've produced this, a contract between the Conservative Party and the voter, setting out all of the things that we will do to get the economy moving, to clean up our politics, to strengthen society. 

And today, we are publishing our contract for young people, because they are our best resource in this country, so often done down and demonised by the media or by politicians or a combination of both, and they are our future.  And today I want to set out the things that we want to do to invest in our young people and to give them hope and opportunity for the future. 

So here are the things in our contract.  First, the opportunity for every 16 year-old to take part in National Citizen Service, some challenging activity.  It could be climbing the Three Peaks, it could be training with the army on Dartmoor, it could be helping to deliver social services here in Blackpool, something that challenges young people, and also teaches what it is to be a citizen in Britain today.  I think it's a great idea, one that we've piloted already, and one that we will bring in if we form the government from next Friday.

The second point, we all know that it would be good to have more competitive sport in our schools.  I think sport is incredibly important for not just fitness, not just teamwork but also learning about winning and losing and taking part and being part of a team.  We've got the Olympics coming in 2012, and I don't want it just to benefit London, I want it to benefit the whole country, and that's why we say let's have a School Olympics, that every school can take part in, heats all round the country, with the finals of the Olympics taking place in the Olympic Stadium in London in 2011, what a great idea for our country a School Olympics would be.

But as well as things like National Citizen Service that should be for all our young people, and as well as a School Olympics which will be for all our young people, we recognise that we've got to do more to mend our broken society and build a stronger society in the poorest parts of our country. 

One of the things I want to see is really good mentoring programmes in the poorest parts of our country.  Brooke Kinsella, the actress who was in Eastenders, who has been helping me with this, is going to draw up plans to make sure we have mentoring schemes in all of the poorest boroughs in our country, so that young people get someone to help put them on the right track, and I think that would be an incredibly positive thing for our country.
